To find an ocean biome in Starfield, which is necessary for the completion of a planet survey, you have to land in a biome that has (COAST) in its name. This denotes that the area is near the ocean, and going there will drop you closer to the water. Basically, as you are flying around the planet, try to touch down as close to the sea as you possibly can. Once on the surface, open the map (“G” on the keyboard) and look for a large swath of area that’s flat. It’s even easier if you see tall terrain that suddenly plummets down and remains flat for a good, long time. For an example, check out our screenshots below. Walk to the edge of the water (don’t touch it, since it can be toxic sometimes) and use your Scanner. This should finally find that missing last fauna for 100% survey completion.
